Pursuant to a Notification on the Import and Distribution of Satellite Receiver Equipment (Direct to Home: DTH) No. 917/MPT.PSO, dated 26 April 2019, any domestic and foreign individual, legal entity or organization wishing to import and distribute DTH, shall submit an application and required documents for a business license to MPT.
Prior to import and distribute DTH, any domestic and foreign individual, legal entity or organization is permitted as a distributor by MPT and wishing to import DTH, shall bring a full set of DTH together with manual in order to obtain a technical standard certificate from MPT. Without a technical standard, it is unable to obtain an import permit from the Ministry of Information, Culture, and Tourism (MICT).

After receiving a technical standard certificate, it is necessary to obtain an import permit from Department of Public Media, MICT or Office of Information, Culture, and Tourism of Provincial/Capital (OICTP/OICTC). DTH is subjected to inspection by the Department of Public Media, MICT, aiming to facilitate monitoring and to ensure the national security and public order. Without an import permit from the MICT or OICTP/OICTC, DTH will be temporarily seized at the border checkpoint until it is properly permitted by the MICT or OICTP/OICTC.
